In short: Canada's health system is run province by province. What is legal (e.g. contraception, abortion) is the same everywhere, but what is paid for depends on your province and whether you have provincial health insurance. International students and temporary workers often are not covered by provincial insurance and may pay out of pocket or rely on a student/private health plan. Always ask "is this covered for me?" before assuming a service is free.
